TRANSITIONAL HOUSING
In January 1997 SAFE opened the first transitional housing facility to serve domestic violence victims, homeless women and their children in the State of West Virginia. The transitional housing facility provides an alternative for women and children through supportive services for a period of up to 24 months.
LEARNING CENTER
In order to provide the educational and supportive services necessary for women and children to make changes in their lives, the Learning Center is an integral part of the SAFE Transitional Housing facility. Adult residents receive educational services including basic literacy, computer skills, GED preparation, life skills and parenting.
Children receive tutoring geared to their basic needs after a meeting with their teachers in public school.
Particular focus is given to awareness in the dangers of drugs and the promotion of non-violent behavior.
CHILD CARE Facility
Two licensed child care centers are located in the SAFE Transitional Housing facility to serve children ages three months to 12 years old. These services are available to mothers while they are attending classes in the Learning Center or at the local vocational school, going to college or working a job.
SUPPORT SERVICES
Support services to the domestic violence victims and homeless women living at SAFE are critical. Upon entering the facility the adult case manager and housing manager meet with each person to set weekly goals. For the woman who has been in a violent situation for many years, she needs to know that she can make a life on her own.
SERVICES TO VICTIMS OF DOMESTIC VIOLENCE
SAFE was formed to provide domestic violence victims services in 1981 when domestic violence was classified as the "hidden crime". Many people thought what went on in their home was no one's business. Over the years SAFE has played a role in educating the community that domestic violence is a crime. Even today SAFE continues to provide education, advocacy, transportation and support services to the victims. Each year SAFE provides services to a record number of victims in the three county area of McDowell, Wyoming and Mercer. The advocates in each of the counties provide the necessary support to lead them through the legal system to protect their rights.
WYOMING COUNTY OUTREACH
SAFE was always licensed to serve Wyoming County, however, it was not until 1991 when an outreach office was opened in Pineville through a Conrad Hilton grant that services reached the victims in the county. Within one year of opening that office the number served rose from 40 per year to over 400. The lesson learned was that in rural areas the services are only effective when there is a visible presence and the clients have access.

MERCER COUNTY OUTREACH
In 1996 Mercer County was added to SAFE's service area. To gain the confidence of the agencies, law enforcement, prosecuting attorney, magistrates and victims was a challenge. However, through the Violence Against Women Act (VAWA) a partnership had to be formed to receive funding. The success of the Mercer County program is evident not only from the near 2,000 domestic violence victims who are served each year but also because the Department of Health and Human Resources and Magistrate Courts have made office space available for the SAFE advocates to have a visible presence to serve victims.
